Unable to Change Reduced Security Settings

I receive the following message when I'm already in the macOS Recovery menu: 'Security settings cannot be changed. In order to change security settings, please power off your Mac and then hold the power button to start up macOS Recovery.' This issue appeared after reinstalling macOS Sonoma.

Ok, a little update.

I was able to eventually access "Startup Security Utility" by first logging back into the admin profile, and creating an other throwaway user profile.

Upon re-entering the Recovery Mode->Options->Startup Security Utility

I was prompted to enter the admin username and password, and then everything went as it should.

What a relief.

It seems I’ve managed to resolve the issue with enabling the "Allow user management of kernel extensions from identified developers" option. However, my main problem remains: I’m still unable to install UAD music software after upgrading to macOS Sonoma 14.7.

During the installation, the "UA Cloud Helper" app attempts to install a helper tool. After entering my password to approve it, I receive the following error: "Software installation issue, please try again." I’ve followed all the recommendations from UAD support, including reinstalling macOS Sonoma, but the issue persists.

I believe this might be related to macOS security restrictions, but I no longer see any prompts in the "Privacy & Security" section to approve the installation of software or extensions, as I did in the past.

I’ve tried everything I could think of, but my studio work is still on hold because of this issue. I suspect it's tied to macOS security settings, which is why I’m seeking help here.

P.S. I haven't been able to find a chat option for Apple support, only phone support. I’m currently in Indonesia, and the local support is only available in Indonesian, which I don’t speak. Do you have any advice on how to reach Apple support in English directly? Are there any Apple representatives on this forum who could assist?

Thanks in advance to anyone who can help with this!
