'Could not load Security & Privacy preference pane.' NEED HELP!

I had downgraded MacOS from Sonoma down to Big Sur because my MacBook Pro 2019 ran so trash with the newest OS. Everything went alright - used my Time Machine backup for all my files etc and everything runs smoothly now except for the fact that I now cannot access my Security & Privacy once I go into my System Preferences. There are applications that I need to 'allow' and I can't since I'm unable to get into Security & Privacy.


I've tried using First Aid on my internal storage, external storage, restarting in Safe Mode, restarting my MacBook multiple times and honestly I don't know what to do now that could help. Any assistance would be appreciated, this getting frustrating lol

Gulp, might try this...


Delete this file...


~/Library/Preferences/com.apple.systempreferences.plist


~ tilde indicates  your user library folder

Apple hid the Users' Library folders...


Method 1:

  1. From the Finder, select the Go menu at top of the screen, and choose Go to Folder.
  2. In the window that opens, enter ~/Library, and click Go.



Oh, are you still listed as an admin?
