Can I transfer my data from my last iPhone which I lost to my iPhone I have now possibly by Apple verifying my records of my previous iPhone or maybe being able to look up the old old iPhone’s content by my number or Apple ID?

Yes, as long as you made an iCloud backup before it was lost, you can restore that: Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
Otherwise, just sign in with the same Apple ID and password, and your iCloud info will sync back. Anything not in iCloud before your loss though, can't be synced after the fact.
