Deleted apple weather app and trying to get icon back on Home Screen … only allows me to open in App Store and can’t add it to home screen

Use App Library to search the Apple Weather app you are looking for, see -> Organize the Home Screen and App Library on your iPhone -> Organize the Home Screen and App Library on your iPhone - Apple Support

If you have find the Apple Weather app, tap & hold on the app, then drag to the Home screen & drop it.
