I used to be able to open jpgs in Preview, but now they are locked. Even ones on my external hard drive. Any help to unlock all.
even when I go to get info and unlock the lock, close and open again, it’s locked again. Super frustrating!!

It is really hard to say. You are asking about JPEGs in folders in the Finder, not JPEGs imported into the Photos.app, right?
I am only seeing locked JPEGs when I am saving files to /Users/Shared or on my Time Machine volume, not JPEGs I saved in my home folder.
What is the source of the JPEGs, that are locked? Could they be in use by some app?
Or is your home folder encrypted? I am not using encryption with my Home folder, so I cannot help with that. I hope someone else can jump in.
Which system version do you have installed? Are you really asking about Photos on an iPhone or rather about Photos for Mac?
