Image Capture will not save as PDF

I am using image Capture to scan documents and it works perfectly well if I select any format (Jpeg etc) other than PDF. It goes through the whole scanning process no matter what format I choose and correctly recognises the document feeder. However if I select PDF as the format whilst it scans no PDF is created. I have tried scanning to different location and at different resolutions and it works for all formats except PDF.


If I open any other document as a word document I can print to email (PDF) or save as a PDF without any issues. It is just image capture that is not working correctly. I need PDF creation to work for multiple page documents.


I have other machines running Sonoma working fine with image capture and the same scanner. It has to be that particular computer. It is an iMac M1.

Apple support's article for Sonoma from the "Image Capture User Guide":

Scan images or documents using a scanner and your Mac - Apple Support

says:

"Choose a file format for the scan file: 

Choose a file format from the Format pop-up menu. 

When you choose PDF as the format, you can also choose to scan text using an OCR feature to make it editable or combine several scan items into a single file."


Wondering whether or not you are also choosing this OCR feature when choosing PDF as the format on the iMac M1, and if may work better either one way or the other.
