Add payment method to apple wallet to add octopus card

Hi, When I try and add the Octopus transit card in apple wallet, it's telling me to add a payment method but I already have 3 cards in the wallet app. I've tried adding other transit cards, it worked, but just not Octopus card.

I read some of the posts suggesting to log out and log in your icloud again and delete all the CCs and add them again. I've tried but none of them worked. :(
