'T wifi zone_secure' is free wifi service provided by the carrier. So can't remove.
I don't want connect to the wifi.
I turn off 'auto connect'.
And I turn on wifi again, but it automatically connect to 'T wifi zone_secure'
This started happening after the IOS 17 update.
Updating to 17.0.3 still causes this to happen.

Some carriers use a profile to give access to their wifi. Check your phone for a profile you could remove.

Not quite sure why you can’t delete it but when you click on the i in a circle next to that WiFi name when it’s connected you don’t see the option for “Forget this network” at the top of the page? If you do and forget it does it manage to automatically reconnect later? Have you contacted customer support for your carrier about this also?
The WiFi for my carrier does indeed show Forget Network so that sounds like a configuration your carrier has implemented to keep you from doing it. Nothing can be done if that is one of their settings they created with their carrier updates. Unless they directly tell you when you ask that they have another option.
I'm assuming it's an iOS bug because it's been happening since the iOS 17 update, but it's not working, so I don't know if I'm in a special case or if there's a solution. I've already tried resetting the network.
I'll have to contact my carrier and wait and see.

Are not able to forget that WiFi connection? Since you said you don’t want it? Or are you just not wanting it to be the WiFi you connect to when you are in areas where it is available?

Testing this issue is not easy as I can only test in a public place(e.g. subway)
Same issue on iPhone XS. SInce the update to iOS 17 network connection issues. Cannot use any map app, Ring, etc.
