I just got the new iPhone 15 and I love it. I would like to keep using my old iPhone 6 for podcasts and radio apps. Should I create a new Apple ID for the old phone? Is there a charge if I keep using both phones with the same Apple ID?

Using an iPhone without a Number:
There is no need to user another Apple ID, unless instructed otherwise by whomever. Without a phone number, just sign in to iCloud on it and use it for browsing the web and playing multimedia form iTunes.
