Face ID won’t set up

I just switched to an iPhone 13 Pro Max and every time I try to set up Face ID it just keeps telling me to move the phone up higher or lower. I do everything it asks and then it says sorry you’ll have to try again later. I’ve updated my phone, I’ve reset it, I’ve cleaned the camera, I’ve taken the screen protector off. I’m not really sure what to do at this point? Please help!
