How to make custom text tones

I have Iphone 14 pro max, I just traded in my 8 plus. On my old phone I created custom text sounds for different family members. They did no transfer to my new phone. How do i go about making new custom text tones?

Why can I no longer use things under ringtones as a text tones? I bought some specific things that used to be labeled under text tones on the App Store that I have set for my text tones. My phone no longer lets me use them and has them shuffled under ringtones and I am quite upset because I paid money for these and I would like to be able to use them how they were intended upon purchase.
