why has my account been disabled?

I was trying to add my new payment method because I had to get a new card because of a fraud purchase and it is saying my account has been disabled on the app store and iTunes

It is usually a billing-related issue. If your account has been disabled in the App Store and iTunes, it isn’t something that you can fix yourself. You will need to contact Apple Support.
