I have a problem with my "Remote" app in my Apple watch, (9 Series) it wont connect to the tv.I have a new iphone 15, which will successfully can connect its Apple Remote App to my tv, but, Apple Watch, won't connect, via 'Remote".

These are the screenshots of the "Remote " app, on my watch.

The watch has recently, been updated to iOS 10.0.2

From there, let's see if you can use the Remote app on the Apple Watch to control your Apple TV. Restarting a device can help resolve unexpected behavior.
