See these circumstances:
1) Apple ID disabled (generic) = If your Apple ID is locked or disabled - Apple Support
2) Apple ID disabled (in iTunes & App Store) = Contact Apple Support, after reading the steps provided in this support article:--> If you see a message that says 'Your account has been disabled in the App Store and iTunes' , and using the following specific link:--> Apple Support
If you get no help, contact Apple Support using this link:--> Contact Apple for help with Apple ID account security - Apple Support

This happens to me on the daily. Apple does not like when people make multiple purchases in a day. It is always said to check the terms and conditions page but there’s a long list of “possible” things that never pertain to my situation. I have had apple for over a decade now and the new technology to “protect” information is just too much. I hate to say I may switch to another company for my next device. It’s to the point where even senior advisors are helpless.
