Can I recover a video after deleting from recently deleted?

My partner recorded him proposing to me a few days ago and when deleting pictures I must have clicked that one with other holiday pics and deleted from recently deleted to clear up space. Is there any way to get this video back again?

Do you run backups of your devices?

If the answer is YES you can restore it from the backup, if the answer is NO the video is gone forever.
