Order unsuccessful but money debited

Hello, last Sept 30 I tried ordering an Iphone 15 Pro 256 GB Natural Titanium on Apple Store, but the payment method failed so the order didin’t push through. But after how many minutes, my bank messaged me that I’ve got charged for the order. I checked my email, and there’s no order number, confirmation from apple, or any order on my apple store order list. It’s been almost a week and still haven’t got my refund yet. The lady I called and talk to from Apple told me that I should wait for 5 days, but there’s no refund yet. My local bank told me that the charged was successfully sent from Apple so I should coordinate with Apple. 


Quick background: 


I’m in the Philippines, but I ordered on Apple Store US (it was supposed to be a pick up order, my friend in the US will pick it up for me, I put his address on the billing and shipping information) using my PH debit card.
