Unable to add Visa debit cards to wallet

Hello learned community, I hope someone can help.

I am unable to add bank cards to wallet for Apple Pay.

This fault has followed me from iPhone 7 to 11 and now 12. I think it must be something on my settings

iOS is up to date- 17

Tried adding via the app and from settings - same message as shown below

Turned off the passcode in settings and retried

Deleted and reinstalled wallet

Deleted the anz card that has followed phone to phone- and now I can't add that back in either.

Powered phone off and on.

I have no trouble adding store cards, boarding passes and tickets. I just can't add my bank cards??
