Watch IOS 10.0.2 stuck download

I am trying to download iOS watch 10.0.2 on my new series 9 watch, and it is stuck not downloading. The phone and watch are on chargers. I am on my home 5g wifi. I have turn off my phone twice to reboot it. Still nothing happens

I figured out the problem, the iPhone was under 50 percent, once it got to 60 percent the download started.
