4 times I have deleted the watch download file, clean booted the phone and watch, and restarted the 26.1 watch update without success.

Which iPhone do you use?
Has the iPhone been charged at the same time, and was right beside the watch, as the update process started?
Did you try to update the watch without the iPhone, as described in the second part of this related article?

Thank you for the suggestion to update from the I watch, an option I was ignorant of. I am trying that now.

The phone was charged and next to watch on charger.
The update would hang up at various stages on the downloading and on the charger for several hours each time.
