Oops … watchOS 10.3.1 has not been the latest version since March 7! It is obsolete and can no longer be installed.

Start the installation process again to download the current version (watchOS 10.4).

Thank you for your reply. After doing some research within the Community, it was suggested that I shut off both of my devices (watch and iPhone). Next, I turned on my watch BEFORE my iPhone. I then went to the watch app settings on my iPhone and noticed the old version (10.3.1) which was trying to update was no longer there. The watch0S 10.4 update appeared as an update and the "preparing" indicator started moving resulting with my Apple Watch being up to date with all the latest bug fixes and security enhancements.

I was able to find another thread where someone had a similar issue and found a solution. Please read the complete thread and try what they did:

By the way, if your watch can only go to 10.3.1 then it must be a very old Apple Watch. Have you considered updating to a more up-to-date watch. The current version of Watch OS is 17.X
