On Screen text alerts
On my iPhone 11, I get new text SOUND alert but not VISUAL (on screen) alert
for incoming texts.

If you haven't already, could you check to see that your notification settings are set up how you want them? This can help with how to adjust those: Use notifications on your iPhone or iPad - Apple Support
If something was accidentally disabled, this could cause the behavior you're describing.
