Trouble Creating a Chart with Correct labels and values

I get exactly your chart with the same values if I don't select any data before creating the chart. It's the default data-less chart.

What you have to do is select the data first like in the examples below so it's enclosed by a rectangle with circles at opposite ends, or the whole rows, or the whole table (better not to have empty rows like I have), keep it selected then select the type of chart from the toolbar.

To get labels on the chart it helps that they are in a header column, which you set in the Table section of the Format sidebar.

Since it's a pie chart it's natural to show values as percentages. You can change their formatting one per one or all at once. To change them all at once select the chart as a whole. Visit the Wedges section of the Format sidebar and try the options. See below I changed the format of the A and B wedges. I also selected Data Point Names.

You can also put an arbitrary name on a wedge. Type it enclosed with quotes in the Name field shown below.
