Transferring minecraft from one device to another

I bought minecraft on my iPad a few months ago, it’s an older iPad, maybe 6 or 7 years old at this point, maybe older. I want to transfer minecraft to my phone, but I can’t seem to find a way to do that. I tried just downloading from the App Store, but it just brings me to my billing details. Is there a way to get minecraft on both devices?
