On iPhone, the orange light means the microphone is in use.
So I don't know if this icon is a microphone that is also being used or not in Mac. It shows up every time I open an app like Webex or Voice Recorder, even though I'm not using them.
No. It's not recording. It's just to let you know an app has access. FWIW, I have Boom 3D installed which can't even record if it wanted to. It turns on the orange mic indicator.

It means they have access to the mic, even if you're not using them.
