If I press the voicemail icon the screen when the phone is ringing, it behaves as I expect. However, if I ignore it, the VM is picked up by my carrier instead of iOS or it does not go to voicemail at all in India. I’m currently using iPhone 12 Pro Max and on iOS 17.0.3

That is a problem on your carriers end, the iPhone has nothing to do with voicemail.
I think live voicemail is supposed to work without carrier support. So it should work irrespective of the career or the user calling. It still works well enough on pressing the voicemail icon though.
I am facing the exact same issue on my iPhone 13 Pro Max. Did this resolve for you yet?
