Is it possible to change actions of notifications? AWU2 and Phone 13

I am not sure if this is an IOS 17 and Watch OS 10 problem or not. Basically it is about notifications only showing on one device or the other.

I have some cheap and cheerful cameras covering my house exterior which have notifications enabled when they detect movement etc. When the iPhone is unlocked, notifications appear on it as they should on the phone but not on the watch. When the phone is locked, the notifications appear on the watch but not on the phone.

Can this be altered to show notifications on both devices? My phone lives on its charger with my blood glucose app open. So when I leave the room, I don't get camera notifications on the watch.

I hope that all makes sense and is fixable. Anyone able to help?
