Watch Update Not Allowed

My iPhone 13 is running on ios 16.7, which is the latest version. However, when I try to check for iWatch updates, I see a message that I should update my iphone first. Is it due to the iOS 17 upgrade option being available? I don’t want to upgrade yet. Is there a way to update my watch?

Your iPhone will need to be updated to iOS 17 (presently at 17.0.3) to allow the watch to update to Watch OS 10.
