iphone virus scam pop up will not go away after clearing

I get the pop up that my iPhone is severly damaged by 14 viruses. I did not install or click any button. I exited out of the tab.

I put my phone on airplane setting, turned off wifi then when to Settings > Safari then swipe down and tap Clear History & Website Data then restart your iPhone.

I have done this 5 times now and safari will not work i keep getting the same pop up from safaricrashed.com

How do I fix this? Never use safari again???? Help please I have iOS 17.0.3
