When my phone is locked and I receive a new text message, my screen does not come on and the text tone does not play. When my phone is unlocked, it comes through noise and all. I have checked all settings and I don't know why it isn't working.

Then what you are seeing is expected behavior. If you have an Apple Watch, when the phone is locked and the Watch is not, notifications will sound on the Watch but not the iPhone.
