I transferred all my data and appls from my old iPad to my new iPad using the iCloud method but none of the passwords transfer to the iPad. The keychain was turned on in the old iPad but didn’t know if it was on in the new iPad. I have over a hundred passwords on the old iPad.

Assuming that you are using the same AppleID, ensure that iCloud Keychain is enabled on both devices:
Settings > [Your Name / AppleID] > iCloud > [Apps Using iCloud] Passwords & Keychain > Sync This iPad - set to ON
