I have a mid-2011 IMAC, 2.7GHz, 16 GB mem, 1333 DDR 3 running 10.13.6. What is the next step I can take to for an OS upgrade. Secondly, where do I download the OS, since the APP store is not showing me any MacOS options to select from?

If you need Microsoft Office, https://www.softmaker.com/en/ is a great alternative to Microsoft if you did not maintain the old security key files from a prior version of Microsoft Office as it supports High Sierra, when Microsoft's own Office does not with its current license server. If you kept a working copy of Microsoft Office on a clone backup, you can use the migration assistant to rebuild from the clone backup if needed.
Mojave is the last Mac OS that supports 32 bit applications. So you'll want to upgrade your library of applications to a newer version before upgrading past Mojave to a newer Mac with something newer than Mojave. Some upgrades may have a significant cost.
