Restoring deleted files

I have accidentally deleted some very important files from my Mac.(at the same time from desktop, icloud and recycling bin)

Is there any way I can restore them?

When I try to recover them from Icloud.com It says it's restoring files but the wheel spins, then a few minutes later there's a message: "the files could not be restored. Try again later."

If you emptied the trash, no. Those files are gone. You can restore from your Time Machine (or similar) backup.
