2019 MacBook Pro 16 inch charges when the cover is closed but when cover is open the battery icon says it’s running on battery even though charger is still plugged in. It does not charge with the cover open while working even when charger is still plugged in.

On your Intel Mac—Try resetting the SMC Reset the SMC of your Mac - Apple Support
if no resolve reset it 2 or 3 more times and compare you results.
