So my card was cloned on a scammers phone without my knowledge, and without any notifications from Apple wallet.
The first thing I knew was my bank rejecting the payment via Apple Pay. how is this possible?

Your Apple ID has probably been compromised. Contact Apple Support at 1-800-MY-APPLE.
I had a notification from the banking app, declining a payment which was made in person a card transaction.
I have checked other transaction and only one other, which is five hours away from where I live was for a smaller amount and that also was Apple Pay.
So, if you have no knowledge of the situation how was it determined the card/account was cloned? Did your bank tell you that? Did Apple Support tell you that?
