I'd first try booting into Safe Mode, as per this Apple Support article: Start up your Mac in safe mode - Apple Support
See if your keyboard is working normally. I recommend leaving it booted in Safe Mode for around 5 minutes or so...then reboot into normal mode and see if your keyboard works.
If your keyboard is working, you can turn off Voiceover Mode as per this Apple User Guide: Apple Voiceover User Guide
