Can’t login to iCloud through Mail
Every time I try to log in I get the screen that says Signing In but it never changes from that and now I have to access my email through safari instead of the Mail app

So to clarify, you are trying to launch the Mail app on your iPhone, but are prompted to sign in - or it shows it is signing in - but the mailboxes don't show? However, you can log in successfully to the iCloud website and view your mail. Is this all correct?
Also, please try the steps that you can that are listed at If an app on your iPhone or iPad stops responding, closes unexpectedly, or won’t open - Apple Support and let us know the results so that we can rule out some basics.
