Apple Pay saying card has “incorrect expiration date”

When I go to add a card I had with my older phone (13 Pro Max) to my new phone (15 Pro Max) it says that the expiration date is incorrect. However with the card in hand I can confirm it is correct. It is set as my default payment method in my iCloud but will not add to Apple Pay. When I first got the phone I had to “reconfirm” the CVV and the expiration— this is when the problem started. I removed it from my cards, then from “previous cards” and from my iCloud payment methods. Nothing is working and I need this on my Apple Pay.
