iPhone locked to owner - PLEASE HELP

Hi,

I want to unlock a phone that is locked to an owner (my brother) so he passed away about a year ago. Its only until now my family decided to properly clean out his stuff. I want to potentially give his old phone to a friend that may need it. I've factory reset the phone but unfortunately I have the "iPhone locked to owner issue" I have no idea of his passwords, do not have to the receipt on the phone (bought 2 years ago) the bank has closed his account) was hoping if there's a way to somehow unlock this?
