ApplieID 27 digit code problem

I have forgotten my password for my iCloud account. I can't reset my password because I can't get the authentication code to popup because the trusted device is an on iPad that I no longer have access to. I do not have the 27 digit code that was assigned to my account because I don't have the iPad that the account was set up on initially. HEEELLLPPPP!!!! My job is going to start using an app based program and I can't download the app if I can't log into my account. Does anyone know how I can get my 27 digit code or a work around to reset my AppleId?

Unfortunately, you cannot turn it off then. The article I linked above specifically says "This gives you more control of your account recovery methods and can help prevent an attacker from gaining access to and taking control of your account. However, if you lose your recovery key and can’t access one of your trusted devices, you'll be locked out of your account permanently."

There isn't a work around. Your options are to turn off the security feature or generate a new one. See Set up a recovery key for your Apple ID - Apple Support

I can not get to my 28 recovery key!! How do you turn off your security feature if you can't get to your icloud?
