If I have what I think is a stolen/lost iPod, can you help me get it back to the owner?

Can a found iPod be unlocked without the original owner's info? I found an IPOD at the recycling center in mint condition. It is locked as I am not the original owner. I have used Itunes to reset it but the reset does not stop the device from going to Apple and asking for the original owner's info. There is no way to find the previous owner and there is no way that you can use it due to Activation Lock. Take it to the local police, the owner may claim it.
