Thanks for posting! It sounds like you're unable to update your payment method, and you already checked out the resource titled Remove a payment method from your Apple ID.
When you say the prompt doesn't go anywhere, are you saying it just loads, or something else? Depending, you could try restarting to see if that helps: Restart your iPhone - Apple Support
Also, you could try from both cellular data and Wi-Fi, or another Wi-Fi connection, to help rule out networking issues.
