iWorks free on iPad mini

iWorks is supposed to be free on my iPad. When I downloaded it apple wants 99.99 per year and is only free on a trial basis. Is this false advertising or an apple scam

It is no longer referred to as iWork. Instead it is Pages, Numbers and Keynote, and all are completely free.
