Hello Ken Graham,
If you haven't already done so, let's test that behavior while the Attention Aware Features are temporarily disabled under the Settings > Face ID & Passcode menu: Turn Attention Aware features on or off - Apple Support
Restarting can also help to address odd behaviors: Restart your iPad - Apple Support
Should that still persist, you'll want to reach out to Apple Support: Apple Support They'll be in the best position to look into this further.
