I can’t transfer music from my pic to my iPhone.

I recently had my defective iPhone replaced via Apple Care. I was unable to do a full transfer of all my music to my new phone in store because of crowded Wi-Fi. When I plug my phone into my pc (containing my full music library) the only things that show up in the “music” tab on my pc are voice memos. Apparently, it won’t transfer because of my iCloud music library, but that only has music I’ve purchased through iTunes or streamed on Apple Music. I’ve tried turning iCloud music off in my settings, but I still can’t transfer all my burned music (much of which is not available on Apple Music) onto my iPhone. Please help.
