Safari reopens all closed tabs after quit

On Mac after quit Safari REOPENS ALL CLOSED TABS in all tab groups, if I delete a tab groups Safari reopens the deleted ones too!

I have four tab groups and now each of them has at least 20 tabs and I can't close them completely because when I quit Safari and open it again all the closed tabs are opened. the amount of tabs is growing as I keep using the browser, but it works slower and slower with lots of tabs I don't need anymore. That's really ANNOYING!!

I've deleted all history. I've updated macOS to Sonoma 14.0. I've tried to close all tabs, all tab groups. But after quit here I am again drowning in 1000 tabs and having nothing to do with it!

WHAT'S THE PROBLEM?!! HOW TO FIX IT?!?!?!?

To control which windows Safari reopens, please follow the steps below

  1. "From the menu bar in Safari, choose Safari > Settings (or Preferences).
  2. In the General pane, choose a setting from the “Safari opens with” menu.
  3. If you set Safari to open with a new window, use the “New windows open with” menu to define which window or tabs Safari should reopen."
