Is there a way to make all the Live Photos not live

You can do it in batches by exporting all Live photos as Original to a folder on the Desktop. Then delete all of the .mov files in that folder. Once the .mov files are removed you can reimport those files back into the library. Once they are back in the library and you're confirmed that are whaat you want you can delete the Live version from the library.

Also for future Photos make sure Live Photos is not selected on your iPhone when you take pictures.

Sorry you think so. But it's the only way to convert all live photos in a Photos library to just a jpeg file and get it back in. Don't know what errors you might be concerned about as I've done it several times to test the process.

What is the solution to change ALL Live Photos so that the LIVE feature is removed?

exporting to a desktop is far too subject to error & time consuming
