1. Have you been able to turn Guided Access on in the past, or have you always experienced this issue?
2. Were any changes made to your device before this happened? For example, were any restrictions enabled with Screen Time? This link explains how to check: Use Screen Time on your iPhone, iPad, or iPod touch

Set up Guided Access
1. Go to Settings > Accessibility, then turn on Guided Access.
2. Tap Passcode Settings, then tap Set Guided Access Passcode.
3. Enter a passcode, then re-enter it. From here, you can also turn on Face ID or Touch ID as a way to end a Guided Access session.
