Shortcuts | Can't find "Folder" when trying to make shortcuts for my homescreen

I am trying to make a shortcut that I can use to open up Finder to the folder location I choose. I am using a "Choose from menu" with options of "DESKTOP" and "WALLPAPERS". When I search for the action "Folder" it is not there. Everything that I have looked up shows that people can search "Folder" and they can then choose a folder that is selected. Is this something that has been removed in iOS 17? If not where might I be going wrong?
