2 of my members on family plan can’t access Apple Music and it’s turned on
I have a family plan and share my Apple Music subscription but 2 of the members can’t access Apple Music it shows that they have to purchase it

When sharing Apple Music subscription, make sure that the other family members are in the same region as the organizer.
If this is a trial subscription, all members need to make sure that they have not utilized a trial previously, otherwise they will not be able to utilize the subscription.
