Iphone screen layout (apps/folders) lost after restore

I spent hours redoing my apps and folders on my iPhone.

I backed up the phone using iTunes.

When I restored the phone from the backup, all the rearranging I did is now gone. The iPhone is back to the App / Folder Layout that I had before I spent hours rearranging.

How did this happen? Is there anyway I can get back the new layout I worked on for hours?
